It recommends the filming of of the “On the Banks of the Araks” documentary film be allowed to continue in order that the serious condition of the refugees and their finding of employment in Soviet Azerbaijan be documented

Letter reporting on illegal crossings of the border to Azerbaijan by Iranians due to the famine there. Because of the security risk of infiltration by foreign intelligence agents, recommended that all illegal crossings be sent back to Iran.
March 19, 1957
This letter from Mustafayev requests that the CPSU CC send a representative to the conference hosted by the Azerbaijan Democratic Party in Baku. The CPSU agreed that it was possible to send Kozlov. Kozlov then returned from assignment and reported the trip's results.
July 6, 1945
The Soviet leadership informs the leadership of the CPAz CC of the decisions taken regarding the need to organize a separatist movement in Northern Iran. The document sets up a step by step plan to insure that the population in Northern Iran can be manipulated to declare independence and join the Azerbaijan SSR.
