Reception of the Chairman of the Xinjiang Provincial Government, Burhan, 20 February 1951

In the conversation Burhan informed that in 1950 the Central government of the PRC requested the Soviet government to send Soviet specialists for work in Xinjiang. In connection with this, Bukhan described the request of the Xinjiang government for the following specialists: engineers—in hydro-technology, agronomy, veterinary technology, medicine, veterinary medicine and teaching. Burhan expressed the suggestion that these specialists could be used in the capacity of specialists in the Xinjiang provincial government. The request is being considered by the Soviet government.

Memorandum from the Soviet Government to the Chinese Government on the Arms Reduction Issue

A memorandum from the Soviet government to the Chinese updating them on the arms reduction talks, a key component of which was a prohibition of the testing of atomic and hydrogen weapons. The Soviet proposal also called for reductions in conventional weapons and the prohibition of installing nuclear weapons outside their territorial borders.

From the Journal of Vyshinsky: Top Secret Memorandum of Conversation with Chinese Prime Minister Zhou Enlai

Vyshinsky reports to Stalin that Zhou Enlai wishes to publish the completed Sino-Soviet agreements. Doing so, Zhou believes, will legitimate the Soviet Union and the People's Republic of China in the eyes of the world, particularly the democratic countries. However, because an agreement on publication had not previously been made, Vyshinsky tells Zhou that this is not yet possible. Vyshinsky informs Zhou that he will consult the Soviet government on this matter and report back without delay.
