President Rhee writes to General Coulter to address the issue of prisoners of war. After stating that releasing POWs would “demoralize” Korean soldiers, Rhee expresses his concern for POWs forced to fight in the North’s side. Rhee states that “democratic-accepting” POWs can be released only after they pass a series of tests proving them to be anti-communist. Once released, these POWs can “carry their stories of fair treatment under a democratic United Nations.”

The remarks of a Vietnamese diplomat on the incidents between South and North Korea, who explains that the South and North exploit tensions for their own political agendas.

Choe Sang-muk informs Everhartz about Kim Il Sung’s recent visit to the PRC, in which Kim discussed the situation in Cambodia and South Vietnam and the unification of the Korean peninsula.

Buffum and Bogdan discuss the US concern regarding the upcoming coming UN general assembly meeting, in which the issue of dismantling the UN headquarters in Korea remains on the agenda, as Buffum hopes to accompany the dismantlement with assurances protecting the armistice, but is worried about North Korea's unpredictable behavior.

During the dinner at Czech embassy, Behrens spoke about the situation in FRG. Other topics included Korean students in Poland and GDR, and the situation in South Korea.

The US National Security Council discusses recent release of prisoners of war in South Korea. The riots and disturbances in East Germany and Czechoslovakia are discussed in the context of the general “softening” of Soviet policy. The Council also discusses the possibility of a four-power meeting, and other alternative courses of action.
