This East German report, issued after the Interkit meeting in Prague, addresses the domestic and foreign policies of China. It makes reference to internal conflicts destabilizing the Chinese leadership. China is said to be enhancing its military potential, especially in the area of missiles and nuclear weapons. Its aims in foreign policy are to acquire a leadership position in the so-called "Third World", to expand its relations with capitalist countries, to damage the unity of the Socialist bloc, and to obstruct the foreign relations of the Soviet Union. Considering the increase of influence of China on North Korea, Romania, and Vietnam, as well as on the Communist parties in Spain and Italy, the Socialist countries must improve their anti-Maoist propaganda efforts.

Ambassadors of Hungary, GDR, Czechoslovakia, the USSR, Bulgaria, Poland, and Mongolia discuss the development of socialism and Maoism in the PRC in relation to other countries in the socialist camp.

V.I Potapov informs on foreign and domestic policies of the Romanian leadership, including the education of the population in a nationalist and anti-Russian spirit, publications describing Russo-Romanian and Soviet-Romanian relations regarding Moldova, the anti-Soviet course of the Romanian leadership abroad, including the pursuit of separate relations with China. Soviet representatives claim that Ceausescu is the principal animator of the RCP’s separate course, which he wishes to use to consolidate his power.

The meeting focuses on disagreements between the Chinese and Soviets regarding the Vietnam War and general support to the North Vietnamese. The two sides also discuss general relations among the Warsaw Pact countries.

The conversation starts with Honecker's report on the political and economic situation in the GDR. Meir Vilner informs Honecker about current events in Israel, especially about the position the Communist Party takes toward Zionism, and about his opinion on some foreign policy issues, namely relations with China and Romania and the Middle East peace process.

Excerpt from a talk with Ion Gheorghe Maurer in which Zhou Enlai discusses the Soviet Union’s role in Vietnamese negotiations. Maurer was leading a Romanian Party and government delegation to attend Ho Chi Minh's funeral in Hanoi. He made a stopover in Beijing on September 7, 1969.

The participants in the Asian-African Conference had the common interest in pursuing international peace and national economic and cultural development. China should take the advantage of this Conference to promote national independence movement and to establish stronger relations with Asian and African countries. According to this goal, the plan listed the common issues that all participants faced, the issues that existed between China and other countries, and the issues that China alone was facing. It also spelled out the relations of China and different groups of counties in the Conference, as well as the logistic issues.
