Nakhla told Burlacu that he had discovered that the Romanians used the Eilat-Mediterranean Sea pipeline to transport oil from Iran which went through Egypt, and asked that this stop. Petru Burlacu's telegram to the Romanian ambassador to Iran regarding Iranian Ambassador Sanandaji's request for the Romanian government to arrest Tudeh Party president, Reza Radmanesh, and extradition him to Iran. Burlacu replied that the Romanian government is the only body entitled to make that decision, and that arresting Radmanesh goes against Romania's policy to have relations with all countries, regardless of political affiliation.

Nicolae Ceaușescu and Reza Radmanesh, President of the Politburo of the Central Committee of the Tudeh Party, met in Bucharest. Radmanesh discussed the work and goals of the Tudeh Party and how Iran's recent improved interaction with socialist countries was allowing the activity of the party to increase.

Nicolae Ceaușescu received Iranian Ambassador to Romania, Soltan Hossein Vakili Sanandaji, and they discussed developments in the Near East, specifically the ongoing conflict between Israel and Arab states. Ceaușescu suggested to the Ambassador that Iran should use its influence in the area to encourage other Arab states to seek a peaceful and realistic resolution to the conflict.

The Shah explained to Chivu Stoica that Iran was interested in building a special pipeline just for socialist countries, but also said that he realized that this 'could irritate certain socialist countries' and Iran was happy to act bilaterally in the case of Romania.

Dranceanu recounts a conversation with the Shah Mohammad Reza Pahlavi. It was brought up that Moscow had suggested that the socialist countries could build a 'consortium' that would receive Iranian oil via a pipeline through the Soviet territory.

Ambassador Sanandaji explained to Ceaușescu in March 1967 that the economic growth of Eastern Europe and the Soviet Union would require increasing oil imports that could be met by Iran's growing crude production. The question was how this oil would reach the European market and how it would be distributed within the socialist bloc.
