The People's Republic of China from the Third Plenary Session (18-22 December 1978) to the Fourth Plenary Session (25-28 September 1979) of the Central Committee (XI) of the CCP

This document drafted by the Ambassador Francisci in Beijing on April 11th was received by the PCI on April 14, 1980. It is an account of the 3rd Plenary Session of the 11th Central Committee of the CCP (December 18-22, 1978), the 2nd Plenary Session of the 5th People’s National Assembly (June 18-July 1, 1979) and of the National Assembly of the 5th People’s National Assembly (June 15-July 2, 1979) and 4th Plenary Session of the 11th Central Committee of the CCP (September 25-28, 1979). In the conclusion the Ambassador Francisci drafts an interesting analysis of the anti-Dengist and pro-Dengist social groups within China.

US Consular Office William Gibson and Prince Peter of Greece discuss developments in Tibet and Indo-Tibetan trade. Princess Irene offers unflattering views on a group of White Russian refugees who exited Xinjiang via Kalimpong and later immigrated to the United States. In a cover note, Evan M. Wilson dismisses Irene's comments but notes that Prince Peter's information was 'quite accurate.'

The Indian Embassy in Beijing sent a letter to the Indian Foreign Secretary to prove an analysis of Chinese foreign policy, such as Beijing's relationship with the West and the impact of Sino-Soviet split on Chinese foreign relations.

TASS Digest Distributed to Cde. I.V. Stalin and Cde. C.M. Molotov, 'French Newspaper concerning Rumors in Connection with Comrade Stalin's Going on Vacation; etc.'

French newspaper "Pari-Press" reported on rumors of Stalin's departure for the Caucuses on vacation, and claimed this confirmed rumors Stalin was ill; Newspaper "Chicago Tribune" similarly reported rumors of Stalin's retirement and a resulting 'behind-the-scenes battle for power' between Zhukov, backed by the army, and Molotov, backed by the Communist Party.
