Bulgaria’s Ambassador to Cuba Konstantin Michev reports on the reorganization of Cuba’s revolutionary government. In the report Michev notes that the government is realigning itself with the intent to become socialist, though not publicizing it. The realignment includes the creation of ministries and committees to oversee the transition and affairs of the country. Fidel Castro, Raul Castro, and Ernesto Guevara are assigned key posts to manage the transition. Through the help of socialist countries, Cuba is developing independent of USA, which previously hampered Cuba’s growth and development. Michev also notes that the Cuban government is prepared to defend itself against counter-revolution and US intervention into Cuban affairs.

On 29 and 30 January 1968 the central organ of the Cuban CP, “Granma,” published the speech given by Comrade Raoul [Raúl] Castro, second secretary of the CC of the CPC, at the 3rd meeting of the CC (24-26 January 1968). In this speech, comrades from the CPSU, the SED, and the CPCz were directly attacked in connection with the measures of the CC against a “micro faction” and openly accused of conspiracy against the Cuban party leadership and of collaboration with the penalized Cuban comrades.

First Secretary of the Dutch Embassy in Cuba, K.W. Reinink sends a cable to Amsterdam concerning a talk with Fidel Castro. Among the issues discussed are Dutch-Cuban relations, Cuban industrial development, the economic conditions of Cuba and the sugar trade.

A memorandum informing that the Cuban Democratic Revolutionary Front will be disbanding due to insufficient economic means. The Front, however, affirmed that it would continue to meet periodically to maintain a nucleus of resistance against Castro’s tyranny.

The Mexican Federal Director of Security's concern regarding the Directors of the Cuban Revolutionary Council (formerly the Cuban Revolutionary Democratic Front), especially with their disorientation over the withdraw of the U.S. Embassy and the unsuccessful propaganda campaign against Fidel Castro. The Director believes this Council will dissolve soon.

These concern preparations by the Czechoslovak government for the visit of Ernesto "Che" Guevara on 23 October 1960. The primary topics of discussion are economic assistance to Cuba and advice on raw material production, as Cuba was in the process of nationalizing its economy.

The ambassador gives an assessment of the Cuban domestic and foreign policy. He characterizes Fidel Castro as an adventurer and points to certain communist party decisions that are incompatible with the Marxist-Leninist doctrine.
