Chinese and North Korean statesmen discuss border issues, conversations with representatives of the Romanian Communist Party, and the unreasonable Soviet attitude regarding the Sino-Soviet debates.

Qiao Xiaoguang, the Chinese Ambassador to North Korea, reports to the Central Committee that Kim Il Sung expressed the desire to discuss North Korea's economic development with Mao Zedong and Liu Shaoqi. Kim also states his support for the CCP and the solidarity of the China-DPRK relationship.

The Chinese Ministry of Foreign Affairs states that the PRC and DPRK share the same views on all the major issues. It wants to prepare a warm reception for the North Korean delegation, headed by Choe Yong-geon, attending the 15th anniversary of the founding of the PRC. A note attached to the bottom of the message suggests that Choe Yong-geon might have a meeting with Liu Shaoqi.

Zhou Enlai speaks with a Chinese delegation traveling to Pyongyang to apologize to North Korea. He emphasizes the importance of self-criticism, the historic camaraderie between China and North Korea, and matters regarding cultural exchange with North Korea.

January 22, 1950
Liu Shaoqi reports to Mao Zedong that the ethnic Korean officers have arrived to bring back the ethnic Koreans to Korea. To the request of the North Korean officers in bringing back the weapons ethnic Korean officers had used, Mao responds in the affirmative.

The agreement establishes a Joint Headquarters between the Chinese and North Korean sides that will command the North Korean People's Army, the Chinese People's Volunteer Army, and all guerrilla forces, and details the leadership and specific powers and operations of the Joint Headquarters.

Mao Zedong informs Peng Dehuai and Gao Gang that Stalin has approved of a single central command led by the Chinese, and that they are now waiting to see how Kim Il Sung will respond.

Zhou Enlai instructs Chai Junwu to ask Kim Il Sung to change the wording of his statement at the Central Committee of the Motherland's United Front meeting, and also to ask whether Chai can accompany Kim in his visit to Peng Dehuai.
