He says that Russia will not recognize Ukraine's property right to nuclear weapons in Ukrainian territory and that Ukraine cannot use CIS structures to control its nuclear forces.To aid in the recycling of nuclear warheads in Ukraine, Yeltsin offers Russian assistance.
