Record of a Meeting Between T. V. Soong and Stalin

Dr. Soong reports Chiang Kai-Shek's response to the stalemate on the question of Outer Mongolia to Stalin and Molotov. Chiang insists on preserving the territorial integrity of China vis a vis Outer Mongolia and Manchuria, and that China's sovereignty in Manchuria should be reinforced by Chinese administration of Port Arthur and Dairen. Stalin asks to think over his decision before responding to Chiang.

George Kennan describes Stalin's character, underlining the importance of his nationality, ignorance of the west, and his seclusion. Kennan further warns that Stalin's advisors are not interested in collaborating with western democracies, and that Russia's internal police regime is developed beyond its foreign policy.

The CPSU CC rejects Ceauşescu's proposal that the Warsaw Pact and CMEA convene to discuss the situation in Poland, stating "each of our parties and each of our states are in a position now to decide this matter for themselves, without the need to hold a multilateral meeting."

Letter to the GPRA Prime Minister, ‘Mission Summary’

A letter to the Algerian Prime Minister, describing diplomatic meetings in Cairo with ambassadors from China and the Soviet Union. In meeting with Chinese ambassador, discusses China's delivery of supplies and war materials for Algerians, Chinese training of Algerian communications technicians, and economic arrangements between the two countries. In meeting with Soviet ambassador, Algerian ambassador requests a specific list of weapons provided by the USSR from 1956-58, and other general areas of Soviet assistance for the Algerian cause.

Brezhnev met with leaders of other socialist parties, such as Janos Kadar, Gierek, and Erich Honeker, in Budapest. Brezhnev discussed his health, negotiations with Britain on its role at the European Conference [Helsinki], his refusal to discuss economic relations due to internal economic problems, Gosplan, COMECON, the Middle East, and Victory Day celebrations.
